A River Interrupted
The Bartogay Reservoir is an artificial lake created by a 60-meter high rock-fill dam on the Chilik River, one of the largest tributaries of the Ili River. Construction on the Soviet-era project began in 1982 and became operational in 1985, with the primary goal of supporting agriculture through irrigation. The dam, which is 330 meters long, intercepts the river's flow, creating a reservoir with a total storage capacity of 320 million cubic meters.
Before the dam, the glacier-fed Chilik River was one of the most turbid waterways draining the northern Tian Shan mountains. It carried a heavy load of suspended solids—silt, clay, and sand—downstream. This sediment now settles at the bottom of the still waters of the Bartogay Reservoir. The process of sedimentation traps an estimated 500,000 tons of this material each year. This captured sediment also contains nutrients, such as phosphorus and nitrogen, that were once distributed throughout the downstream ecosystem. While trapping sediment is a normal function of any reservoir, the scale of this interruption has significant consequences for the much larger systems fed by the Chilik and Ili rivers.
The Starving Lake
The Ili River is the primary source of water for Lake Balkhash, providing 70-80% of its total inflow. The sediment historically carried by the Ili and its tributaries, including the Chilik, built and maintained the vast Ili River delta. With the Bartogay dam and the larger Kapchagay Dam on the main Ili River trapping much of this material, the delta is deprived of the very substance of its existence. This sediment starvation leads to the erosion and degradation of the delta wetlands, a habitat for numerous species.
The effects extend into the lake itself. Lake Balkhash is a unique body of water, with its western half being nearly freshwater and its eastern half saline. The reduction in freshwater and nutrient-rich sediment flow has altered the lake's delicate chemical balance. Since the construction of dams on the Ili River system in the 1970s, Lake Balkhash has experienced a significant drop in water level and an increase in salinity. This shift has had documented impacts on the lake's aquatic life, contributing to a sharp decline in native fish populations, such as carp, whose spawning and feeding grounds in the delta have shrunk. The loss of sediment and the nutrients it carries has re-engineered the ecology of a lake that has existed for millennia.
