The Campos Basin Bet
In 1977, the steel jacket of a production platform was installed in 124 meters of water over the Enchova oil field. This installation, part of an early production system nicknamed "Tubarão Azul" (Blue Shark), was Petrobras's first permanent offshore platform and a major step into the open ocean. Located in the Campos Basin off the coast of Rio de Janeiro, this region would eventually account for over 80% of Brazil's oil reserves.
The geology of the Campos Basin is a complex sequence of rock layers formed over 100 million years ago during the separation of the South American and African continents. The primary target reservoirs were turbidite sandstones from the Cretaceous and Tertiary periods. These are deepwater deposits formed by underwater sediment flows, creating challenging conditions for oil extraction. The source rock for all the oil in the basin is the Barremian-age calcareous shales of the Lagoa Feia Formation. Early exploration in the basin began in 1974 with the discovery of the Garoupa field, but it was the Enchova field that saw the first production in 1977, starting a period for Brazil's energy sector.
An Engineering First
The early production system at Enchova was an innovation that drastically reduced the time from discovery to extraction. Instead of waiting years for permanent infrastructure, Petrobras adapted a semi-submersible drilling rig to act as a floating production platform, bringing the first well online just months after ordering the equipment. This success was followed by the installation of the fixed platform, the Central Enchova Platform (PCE-1), which was a hub for the surrounding field.
The technologies developed and refined in the Campos Basin were foundational for deepwater exploration globally. The region became a laboratory for Petrobras, leading to advancements in subsea wellheads, floating production, storage, and offloading (FPSO) units, and drilling techniques for water depths that were previously considered impossible. The basin's total discovered oil in place is estimated at 60 billion barrels. The Enchova platform itself had a troubled history, suffering a catastrophic blowout and fire in 1984 that resulted in 42 fatalities. A second major fire in 1988 ultimately destroyed the platform completely. Despite these disasters, the knowledge gained from operating in the Campos Basin unlocked Brazil's vast offshore resources and led to the later discovery of the immense pre-salt fields.
