The truck city's pollution problem
Shiyan, a city in the mountains of Hubei province, owes its existence to a single industry. Founded in 1969 as the production base for the Second Automobile Works—now Dongfeng Motor Corporation—it was built from the ground up to manufacture military trucks. This singular focus on heavy manufacturing, concentrated in a valley, created a persistent air pollution problem. For decades, emissions from the factories were trapped by the surrounding topography, impacting environmental quality and public health.
The solution was not relocating the industry, a common but economically disruptive approach, but from redesigning the industrial system itself. The city became an early, large-scale application of industrial ecology. This scientific discipline treats industrial systems as man-made ecosystems. The goal is to create a closed-loop system where the waste from one process becomes a valuable input for another, minimizing pollution and maximizing resource efficiency. This approach aligns with China's national policies promoting a "circular economy," which gained momentum with laws like the 2008 Circular Economy Promotion Law.
Instead of building new, cleaner factories elsewhere, the focus shifted to retrofitting the existing infrastructure. This involved significant technological upgrades to the smokestacks and production lines of Dongfeng's facilities. The core of the strategy was to tackle pollution at its source, proving that a mature industrial city could fundamentally change its environmental impact.
An ecosystem of industry
The application of industrial ecology in Shiyan is "industrial symbiosis." This concept involves different companies cooperating to share resources, energy, and by-products. While the initial hook focuses on an 80% emission reduction from smokestack retrofits, the full strategy is broader. It includes upgrading paint shops to reduce volatile organic compound (VOC) emissions, installing intelligent water systems to lower water usage, and designing components for easier recycling. For example, some Dongfeng trucks are designed so that 90% of their components can be reused.
This transformation is a larger, ongoing effort. Dongfeng has publicly started green production methods, including developing electric and hydrogen fuel cell vehicles. The company's "Green 2022 Plan" included a 1 billion RMB investment to upgrade 27 paint shops, aiming for a 50% reduction in VOC emissions. The success in Shiyan is a model for other industrial parks in China, which are increasingly being designed or retrofitted as "eco-industrial parks." These parks intentionally cluster industries to facilitate the exchange of materials and waste heat, optimizing energy use across the entire system. The lessons from Shiyan demonstrate that large-scale manufacturing and environmental stewardship can be integrated, creating a more sustainable industrial model.
