A Secret Nuclear Mandate
In the southern Ural Mountains, hidden from the world, lies the former Lake Karachay. Its story begins with the Mayak Production Association, a vast nuclear complex built in extreme secrecy between 1945 and 1948. Mayak's sole purpose was to produce plutonium for the Soviet atomic bomb project, a top priority in the Cold War arms race. The facility and its adjacent closed city, Ozyorsk (then Chelyabinsk-40), were absent from all maps.
In the rush to produce weapons-grade material, waste disposal was an afterthought. Initially, high-level radioactive waste was discharged directly into the Techa River. After this caused widespread contamination and sickness downstream, operators sought a more contained solution. In October 1951, they chose Lake Karachay, a small, nearby lake with no surface outlet. They began using it as an open-air dump for the most potent liquid radioactive waste, material too "hot" to be held in the facility's underground storage vats. Over decades, the lake accumulated approximately 4.44 exabecquerels (EBq) of radioactivity, including vast quantities of Cesium-137 and Strontium-90. This amounted to an estimated 120 million Curies—twice the long-lived radioisotopes released during the Chernobyl disaster.
A Legacy of Contamination
The consequences of this direct disposal were catastrophic. By 1990, the radiation dose rate near the waste discharge point on the shoreline was measured at 600 roentgens per hour, enough to deliver a lethal dose to a person in under 60 minutes. The lake bed became a thick sludge of high-level radioactive waste, estimated to be about 3.4 meters (11 feet) deep.
The danger was not confined to the lake itself. A major nuclear accident occurred at the Mayak facility on September 29, 1957. A faulty cooling system in a waste storage tank caused a chemical explosion equivalent to 70 tons of TNT, releasing a plume of radioactive material that contaminated thousands of square kilometers. A decade later, in 1967, a severe drought caused the lake to shrink. Strong winds picked up the exposed, highly radioactive dust from the dry lakebed and carried it over an area of about 1,800 square kilometers, irradiating an estimated half a million people.
Beginning in the late 1970s, a massive, decades-long effort began to entomb the lake. Between 1978 and 1986, workers filled it with almost 10,000 hollow concrete blocks to prevent the radioactive sediment from shifting. The final conservation work was completed in November 2015, when the remainder of the lake was backfilled with rock and soil. Today, the former Lake Karachay is a dry, near-surface nuclear waste storage facility, a reminder of the perilous speed of the atomic age.
