A solution to pressure and scum
Ancient Sri Lankan engineers who built massive reservoirs, or "wewa," faced a persistent problem: how to release water for irrigation without damaging the earthen dams. Water at the bottom of a deep reservoir is under immense pressure, and releasing it directly would erode the outlet channels and weaken the entire structure. A second challenge was that surface water, while under less pressure, often contained floating debris and scum, which would clog irrigation canals.
The solution, invented in the 3rd century BCE, was the Biso Kotuwa, or "Queen's Enclosure." This device is a tall, rectangular well or tower built from meticulously cut stone blocks and bricks, located on the upstream side of the dam. Water from the deep, clean layers of the reservoir enters the Biso Kotuwa through a conduit at its base. Inside this tower, the immense pressure dissipates, and the water level rises to create a calm, stable head of water. From this tranquil chamber, the water then flows into an outlet culvert that passes through the dam to the fields. This design ingeniously taps the clean water at the bottom while neutralizing its destructive force.
Hydraulic engineering centuries ahead of its time
The Biso Kotuwa functions as both a surge chamber and a valve tower, a combination of principles that European engineers did not develop until the 19th century. British colonial engineers in the 1800s were astonished to find that the "valve-pit," a supposedly modern invention, had been in use in Sri Lanka for over two millennia. The construction shows a sophisticated understanding of fluid dynamics. The towers, often 8-12 feet long and 8-10 feet wide, were lined with stone slabs and backed by a layer of tempered clay to ensure they were watertight.
These structures were parts of a vast and complex hydraulic civilization in Anuradhapura. Reservoirs like the Tissa Wewa, constructed by King Devanampiya Tissa (307–267 BCE), featured embankments over three kilometers long and 25 feet high, holding water for the ancient capital. The Biso Kotuwa allowed for the safe and controlled operation of these massive earthworks, some of which supported rice cultivation for thousands of people and are still in use today. The precise mechanism for operating the wooden gates that likely controlled flow into the Biso Kotuwa is a mystery, as any wood or metal components have long since perished.
