Anatomy of a Desert Lifeline
In the Adrar, Gourara, and Tidikelt regions of the Algerian Sahara, over 2,000 kilometers of underground tunnels form a vast irrigation network known locally as foggara. This system, a type of qanat, is a gravity-fed channel designed to extract groundwater without mechanical pumps. Construction begins with a "mother well" dug to tap the aquifer, often at depths of 5 to 10 meters, but sometimes reaching 40 meters. From this well, a gently sloping underground gallery is excavated, often just large enough for a person to crouch inside. This main tunnel can range from 2 to 15 kilometers in length.
To excavate the tunnel and provide ventilation, vertical shafts are dug to the surface every 5 to 12 meters. From above, these lines of circular pits are the most visible sign of the foggara running beneath the desert. The water flows through the protected tunnel, which prevents evaporation in a climate where summer temperatures can reach 50°C, and emerges at an oasis. At the tunnel's end, the water flows into a distribution basin where a comb-like splitter called a kasria divides the stream into smaller ditches, apportioning the water according to established rights.
A System of Water and Society
The first foggaras in this region are thought to have been constructed between the 11th and 12th centuries. Local tradition credits a ruler named El-Malik el-Mansour with commissioning the first channel near the oasis of Tamentit, about 15 kilometers from the city of Adrar. This technology transformed the arid region, enabling the growth of fortified villages (ksour) and extensive palm groves. In the municipality of Ouled Saïd, the foggara network supports the cultivation of over one hundred varieties of dates.
The management of the foggara is a social system. A council of elders, the djemaa, oversees maintenance and water distribution. A specialist known as the kayal, or water measurer, calculates flow and determines shares, a role recognized by UNESCO on its List of Intangible Cultural Heritage. Historically, more than 1,400 foggaras existed in the Adrar region alone, but that number has declined. By the late 2010s, only about 672 foggaras remained active in the Touat, Gourara, and Tidikelt areas. The main threat is the depletion of the aquifer by modern, deep-water wells, which lowers the water table below the reach of the gravity-fed foggara.
