An Engineered Landscape
In the dry zone of southern Sri Lanka, the ancient kingdom of Ruhuna flourished for centuries. A comprehensive archaeological survey of this region, particularly in the Walawe Ganga Basin, uncovered a surprising pattern in how its people settled the land. Researchers conducting the Ruhuna Archaeological Survey systematically mapped ancient sites dating from the Late Iron Age (around 500 BCE) into the Early Historic period. Their analysis showed that settlement locations and density did not correlate with proximity to natural rivers or streams. Instead, villages and towns clustered around a vast network of thousands of man-made irrigation reservoirs, known locally as wewa.
This finding demonstrates that the civilization did not passively adapt to the natural environment. It actively engineered its landscape to support a growing population. The society relied on a sophisticated, decentralized water management system. Each small tank, or wewa, collected monsoon rainwater, creating a reliable water source for rice paddy cultivation through the long dry seasons. These small-scale reservoirs were often linked together in "cascade" systems, where the overflow from one tank would feed the next one downstream, ensuring water was used multiple times and efficiently managed at a local level.
Community-Based Water Management
The sheer number and distribution of these small tanks suggest a highly organized, community-based approach to water management. While larger, state-level irrigation projects were constructed elsewhere in Sri Lanka, particularly during the Anuradhapura Kingdom, the system in Ruhuna appears to have been largely managed by individual villages. The construction and maintenance of a local tank was a collective responsibility and a center of village life. This local control over water resources likely underpinned the political and economic stability of the region for centuries.
The survey methodology involved systematically walking across the land, collecting and mapping surface artifacts like pottery sherds. The density of these sherds helped archaeologists estimate the size and chronological period of ancient settlements. Geographic Information Systems (GIS) were then used to analyze the spatial relationship between these sites and hydrological features, both natural and man-made. This analysis confirmed the strong positive correlation between settlement density and the placement of the artificial tanks, revealing a society that deliberately reshaped its world to thrive. Excavations in the region, such as at Tissamaharama (ancient Mahagama), have further confirmed the area's importance as a major urban and trading center from the 3rd century BCE onwards.
