An Island of Bare Stone
Before the 1950s, Pingtan Island had a different reputation. A local saying described it as a place where "stones, not grass, grow. Sand is everywhere. Houses look like forts." The island, located in the turbulent Taiwan Strait, is battered by heavy winds for about 300 days each year. This constant assault of wind, known as aeolian erosion, stripped away topsoil, leaving behind bare rock and shifting sand. The landscape was so barren that early inhabitants built their homes from stone to withstand the harsh conditions. This constant wind-sand disaster made large-scale agriculture nearly impossible and shaped every aspect of life.
The primary cause of this environmental state was the island's geography. Positioned as it is, Pingtan receives the full force of seasonal monsoons and is frequently in the path of typhoons. Wind speeds can reach up to 8.4 meters per second, creating ideal conditions for wind sports but devastating ones for farming. The lack of significant vegetation cover meant there was nothing to anchor the soil or slow the wind, creating a feedback loop of accelerating erosion that defined the island for centuries.
The Great Green Wall of Pingtan
Beginning in the 1950s, a massive ecological intervention campaign began. This effort, part of a broader national program to create shelterbelts, aimed to fundamentally change the island's environment. The primary weapon in this fight against the wind was Casuarina equisetifolia, commonly known as the Beefwood or Whistling Pine. This species was chosen for its remarkable tolerance to salt spray, its ability to grow in poor, sandy soils, and its extensive root system that fixes nitrogen, gradually improving soil quality. Its conifer-like appearance and densely packed foliage are especially effective at absorbing wind energy.
The planting was a monumental undertaking by the local community. Over decades, this effort created a comprehensive coastal shelterbelt system. The results of this afforestation are quantifiable and visible from space. Satellite data, particularly from the Landsat program, allows scientists to track changes in vegetation cover over long periods. Analysis shows a significant increase in forest land on the island. Between 1990 and 2019 alone, forest land increased by 30.94%. Studies using the Remote Sensing Ecological Index (RSEI) confirm that the island's overall ecological quality has improved from 2000 to 2020. The coastal shelterbelts have proven effective, with recent efforts between 2013 and 2023 reducing storm surge damage by an estimated 37 percent.
