A Systemic Failure
At 3:34 AM on February 27, 2010, a magnitude 8.8 earthquake struck off the coast of south-central Chile. The city of Constitución was among the hardest hit, by the intense shaking, and by the tsunami that followed. Power outages and communication system failures crippled the region. Chile's Hydrographic and Oceanographic Service of the Navy (SHOA) initially issued a tsunami warning but then canceled it, sowing fatal confusion. Then-President Michelle Bachelet even broadcast an announcement that a tsunami was not expected. This series of missteps left coastal communities unprepared.
The first waves, some reportedly reaching heights of 15 meters, began to inundate Constitución about 30 minutes after the earthquake. The tsunami's force was funneled up the Maule River, devastating low-lying areas of the city. More than 350 people in Constitución died as a result of the tsunami. The total death toll from the earthquake and tsunami eventually exceeded 500 people. The event exposed a vulnerability in Chile's emergency response systems, despite its modern building codes which had largely protected structures from the quake itself.
Rebuilding With Friction
In the aftermath, a radical new approach to coastal defense was proposed for Constitución. Instead of building a massive and expensive concrete sea wall, a plan was adopted to work with nature. Led by the architectural firm Elemental, the Sustainable Reconstruction Plan (PRES) centered on creating a mitigation park along the riverbank. This wide strip of public green space features a dense forest and sculpted earthen mounds.
The scientific principle is not to block the water, but to dissipate its energy through friction. As a tsunami wave moves through the forest, the trees and landscape create drag, slowing the water's velocity and reducing its destructive power. Computer modeling suggests that a forest of sufficient density can reduce a wave's energy by up to 40%. This "soft" infrastructure provides a buffer, buying important time for residents to evacuate to higher ground using newly established routes. The plan also tripled the amount of public space per inhabitant, from 2.2 square meters to 6.6, providing a new civic area for a city long disconnected from its river. This nature-based solution is a resilient model for coastal cities facing similar geographical threats.
